He looks to have the body to be perfect for McVay's system....he has made some nice catches.

Why hasn't he developed?

He plays small. He's kind of like Jared Cook in some respects. If you notice, he goes down in a heap as soon as someone gets a hand on him. He doesn't know how to use his center of gravity to run through tackles.
