Well it is not only true that before this year they did not do enough when it came to concussions, they league actually denied it was an issue and stonewalled on it.
The difference between the 2 being, the league had no valid reason to stall on recognizing concussions plus the league office does not get concussions. The players do get concussions.
But I don't think the roughing issue has anything to do with that. It's not that there was this huge epidemic of qb concussions that came from roughing. I think the new roughing rules just have to do with again favoring offense because offense drives up ratings.
