Four players on the practice squad can have two years of NFL experience. As Allen was drafted in 2016, he should be eligible for the practice squad. I think the Rams would prefer him to Perez if Allen gets through waivers. That said I think he is QB 3 and takes a depth spot from somewhere else such as rb or safety.
