Tbh I'm a little confused by your response but I think you are defining a replaceable qb as any QB on a team who drafted a qb in the first round. There are a number of problems with this definition imo. The most obvious of which is that it excludes any qb on a team who does not draft a qb in the first round. The reasons for this may be numerous first of which is that there may not be a qb worth the pick. Also given this definition it seems to me that Tannehill is franchise qb. While Tannehill may be a decent qb I'm not sure he epitomizes the franchise qb concept.
