IMO, that was Stan's plan when he swooped in at the last minute and bought the franchise away from Shad Khan (now Jags owner). St. Louis had an opportunity to call his bluff, with improvements to the dome, but Stan knew the landscape and the CVC and understood they would never agree to those type of improvements....The Stadium by the river was superfluous, ESK had is out clause once the CVC voted down the plan that would have made the Jones Dome into an upper tier venue per the agreement.
