Simple...they are waiting for the opening of the stadium.
They never planned on changing much if anything until the new stadium. The clamoring of the fans has surprised them and now Demoff is in deflection mode.
Demoff completely misread the situation and then exacerbated it with a botched interim fix. And then he has the temerity to deflect the blame onto the NFL. What Demoff is doing here is playing the fans as fools. Well, not this buckaroo.
