Sometimes you have a guy who was much higher on your draft board who dropped but he's not a position of need.
Thats what happened to Tom Landry and the Cowboys in 1979. They had the 76th pick in the 3rd round and Joe Montana was still on the board and he was their highest rated player, but they had other bigger needs, since they had Staubach and Danny White set to take over when Roger retired. So they passed on Montana and took Doug Cosbie who was a good TE but lets face it, nowhere near what Montana was. Years later Landry said that was a hard lesson to learn. Stay true to your board.
