My assumption has that the 'all-in' statements are a reference to acquiring for draft picks(long term) players with one year remaining on their contracts. Trading draft picks for players on essentially one year deals is what makes this an 'all-in' year. In regards to cap flexibility, the Rams are in excellent position to spend their money to keep the players they choose. However, given the players we have it is very likely we lose a couple, at least, of the players we recently acquired.
I think people are reading too much into talking heads saying 'all-in'.
