If they love what's in this year's 3rd round, they could trade one of the 3rds they'll have next year for a third this year. Trade a 2018 4th and 2019 3rd Comp pick, for a 2018 3rd. Not sure how that works out value wise, but it would be something like that.

So if they did that they would have to trade their own 2019 3rd & 4th rounders for this year's 3rd rounder, built on the assumption that they will be getting 2 comp picks whenever those are made official.

They aren't assigned, but they can trade them....they did that in the Tennessee deal. The contingency is that if they somehow don't get the comp picks, the trade would be for their own 3rd. In this case they should be getting two 3rds so the trade could be designated for either one.
