My understanding was (talking to Razorback friends when it happened) that it was a wink/wink injury, so that they could bring someone else up.
McVay kept him around for a reason, may be just a great scout team guy.
Remember that Bulger was a 6th round draft pick that was cut from the New Orleans's practice squad.
