How is this going to affect Cooks' contract and negotiations for his extension?

It's just another deal for a WR in the 15+ to 16+ M range, which seems to be the range for WR 2nd contracts in 2018. Evans and Watkins already got deals within that range.

What does it mean for Cooks?

That that is what he's going to expect for this year 16 M more or less.

With this difference. He also knows that if he waits, and doesn't sign, he's due for more in 2019, since obviously the ceiling for 2nd contracts goes up every year.

So it may be that in Cooks's case he pushes the ceiling. Maybe around say 17 M. In other words, a compromise with the Rams acknowledging that if he doesn't sign he can expect more next year so they'll give him a little more this year, and with Cooks saying yes I could get more next year but this way I at least get some money now and not later.
