Even during the Fisher regime there was some collective group personnel decisions, but we know Fisher had final say on them and for the most part we know a good amount of the draft picks and feee agents that were his (Finnegan, Hayes, Brockers, Tru Jo, Jenkins, Joyner, etc, etc)

Snead definitely has more say now with Fisher gone, but he’s not a so called GM with, “full control”. it’s defintely 100% a collective group decision in which everyone is involved.

I think what you say is right for the most part. I have one small variation which is that they were still collective under Fisher, though more with the draft than with free agents.

As is well documented (many times over by both insiders and outside reporters without a single dissenting account) they ranked their board as a group, personnel people and coaches combined, and stuck by their board when they drafted (they didn't stick by it mechanically, but at any given point they would have 2-3 or so players ranked close to one another, and would stick by that kind of ranking when they picked). Any debate was worked out in advance of the draft when as a group they ranked all prospects (or took some off the board in some cases).

Though of course, that collaborative approach then was heavily tilted towards what the coaches and Fisher wanted for their systems, but that's no different from now. Just that now it tends to divide, with the offensive players oriented more towards what McVay looks for in his system, and the defensive players oriented toward what Phillips looks for in his system. I think previously Fisher wanted more input on offensive players than McVay does now on defensive players.

Now, the free agents and trades are built that way too. Snead doesn't just hand players to either McVay and Phillips, they collborate. If Phillips didn't like Peters, for example, then no trade.

So anyway yes I agree, anyone who boils this down to being just Snead isn't accounting for how the Rams operate.
