The Rams will release Webster. I don't know exactly the rules for releasing a player who has been injured. However the odds of a player EVER coming back all the way from an Achilles injury is small. And, it would be mid-season next year, at best, before he would be healed enough to play at all (forget about performance).

It would make no sense to hang on to him.
