Martz coached him up. After Martz left, he lost is preparation and fundamentals and he deteriorated.
When a player loses coaching, there are 2 kinds of impacts:
1) Player development - This can take some time, but if a player changes the patterns of preparation, over a period of months or years, his performance can be impacted negatively or positively. It is in this area, Bulger declined. He didn't read defenses as good, his footwork declined, and he couldn't anticipate, and he wasn't a prepared player. With Martz, he excelled in these areas.
2) Actual Game and Team Management
You are often a product of the environment around you. Create a good offensive scheme, Martz and McVay, players all of a sudden are much better players. Create a horrible offensive scheme, Fisher, guys like Goff and Gurley, two good players, can look like very bad players. Not to say Goff wasn't impacted by #1 as well, player development. If Fisher was still the coach, Goff would most likely be on his way out of the NFL. With bad performances after bad performances, because he didn't stand a chance.
