Because unless you're a first round pick, in the NFL, for draft picks, you are a UFA after your 4th year. With 1st round picks you can use an option year to make it 5.

Though sometimes, for reasons I don't get yet, some draft picks can be ERFAs in their 3rd year (see the ERFAs here). Chances are those are the draft picks who were on the practice squad.
