The dude is out of the game with a concussion after being hit in the head HH, what would you have the NFL do??

IMO, helmets are going to collide. All the WR has to do now is to "duck" and initiate it and there will be a flag. The "intent" has to be figured in IMO although that will be hard to do.The Jax dude hit him in the chest FIRST and HH came as a result. That should not be a penalty IMO but I guess it is the rule. A rule that should be changed?
