Give a QB an above average a great offensive coordinator and great WRs and that QB can look very good.
Give that same QB a crappy offensive coach and bad WRs and he can look just awful. (See Goff, Keenum, and Foles)
I am fairly certain that Tom Brady would not do well with the Rams from past years.
See Bulger after he lost Bruce, Holt, and Martz and Bulger with Bruce, Holt, and Martz.
With QBs there is #1 - QB development (A QB needs to learn the game, how to read plays, know tendencies, be fundamentally sound. Than he needs players around him. Some time to throw and WRs that can get open.
There is the Aaron Rodgers exception where he can go into any environment and change the team, but most QBs need help.
