I don't think he's an HC type. But then again, nobody thought Arians or Zimmer were HC types so they didn't get the chance until later in their careers. And that seems to have worked out pretty well.
Even so, to me, Shurmur would be an awfully plain vanilla choice.
I think one of the issues would be who he could get to come on board and be assistants.
Wasn't he the Browns HC in 11-12? I think he went 9-23 in those 2 years. Granted, it was the Browns but I am not sure he would do any better anywhere else. It would depend on the team and his assistants IMO.
