Without question 2007-2011. They did go 8-8 in 2006, but then went 15-65 the rest of the way. That averages 3-13.

They drafted very poorly from 2006-2008, which improved to at least just okay in 2009-2011.

Then they went through a start-over rebuild in 2009, which was capped by one of the most injury-wrecked years they have ever had--2011. In that year, according to Football Outsiders, they had more offensive injuries than any other team since 2002, and that was on top of losing 10 CBs (yes, 10).
