Rules question on Brockers block

Ok here we go. I’ll see if I can ask this properly

1. I know the new rule about not lining up over the center
2. But, Immediately after the snap Brockers slants over and knocks the center on his rear
3. One could argue he was trying to get leverage on the guard
4. So then he is able to break through a little and then jump and block the kick

Just wonder if the refs could and I stress could have callled a penalty?
