Keenum is a self-maximizer. He also has just enough shiftiness and instincts and game smarts and resourcefulness to him that he makes up for his physical limitations. He also can throw deep (provided he is set).
With the Rams last year though, he didnt; have a running game. Under those conditions if your defense falters, he can;'t carry a team on his own (see for example the Detroit game last year). If it's all on him, in the clutch he will often cave in.
Best #2 qb the Rams had in years.
