C'mon man. That is not the case at all.
He can run routes; but certainly not as precisely as Kupp or Woods.
He can catch; but indeed he does not make the difficult catch. He is certainly no worse than Higbee in that regard.
He can catch and return punts with the best of them. But for some reason this year (likely the wrist injury has something to with it) he has not been reliable on fielding punts. He'll get that straightened out.
He can cut very rapidly; in fact it is his speed and cutting ability that makes the Jet Sweep such an effective weapon for the Rams; whether it is handed off or only used to distract the D. Is he necessarily the absolute best in the league at cutting? I don't know; there is probably some better. But he is good at it. And, unlike some of the guys who can really cut on the proverbial dime, Tavon has world class speed to go with it and is one of the fastest players in the NFL.
How distracted or concerned did the Vikes appear to be with the Jet Sweep motion with Cooper, Dunbar, or Woods running it? About zip. It only works for the Rams when its Tavon because DC and D players have a lot more respect for Tavon's abilities than you or some other posters here.
