But as far as Woods goes I think he is as good a #2 WR as there is in the league right now. Very reliable and smart. And Kupp is 10 games into his career. Doing very well overall.
If you go by my standard, which is to not mix up elite WRs with #1 WRs, then, Woods could fill the bill. Most elite WRs are #1s but not every #1 is elite.
The standard of production I came up with for a #1 is that regardless of physical type, or which position he plays (slot, outside, etc) if he's consistent and resourceful enough to be your leading receiver and get at least 70 catches PLUS 1000 yards then he's a #1.
Right now Woods is on pace for 1120 yards and 75 catches which would fill the bill.
