1984 pass pro wasn't that good actually. They averaged a sack percentage of 8.2%, which is pretty bad. Sack percentage can tell you more than just sacks. Sometimes low sacks just means they didn't throw a lot, not that the pass pro was good when they did throw (Rams in 84 were 28th in pass attempts).
This year so far it's 3.5%.
That's the best since 2015 when it was 3.7%. Part of that was Keenum, who had a sack percentage of 3.1%. In 2010 it was 4.7%. 2010 was one of the few years going back to 2007 where the Rams didn't suffer extensive multiple OL injuries. Before that believe it or not it was in 1998, with 4.17%
This year a lot of it is the OL, some of it is Goff. He sees more pre-snap. For example in 2016, behind the same line, Keenum had a sack percentage of 6.7% while Goff's was 11.3%---one of the worst ever for a Rams qb in the years I looked at.
