I'd call it circumstantial evidence.

A deadline suggests a date at which, upon the failure to report, a tangible consequence will result.

If no deadline has been set, then that would, in turn, suggest that those tangible consequences have not accrued.

My only assumption is that the tangible consequence in question would be monetary.
