It has to do with how the play, are primarily utilized... and obviously their stature
I have seen a few on the board go there in comparing Kupp to those three and he is not like them. His game is distinctly different and unlike Amendola, Welker, and Edlemen .... Kupp can play on the outside consistently
You say Amendola is overrated and my first thought was by who?
I will tell you what when Bradford and Amendola got into a rhythm it was fun. I remember two games both in 2012 agains the Skins and then the Niners when those guys got hot.

Still, He is one of the more overrated players in the league. Some use to compare him to Wes Welker who put up 5 thousand yard seasons when Amendola has never had a season of 700 yards even. Welker would lead the NFL in receptions as well. Simply put: Welker was a far superior receiver when compared to Amendola.
With the latest injury at WR for the Patriots, this is his best shot of Amendola putting up a big season, but my money is on Hogan to become the go to guy at the WR position and we know the tight ends is where Brady likes to go.
It will be interesting if Amendola can finally have his big season.
