I think it's pretty fair to suggest that G Rob made sense with Fisher as the HC, with his vision for offense.
I think it's reasonable to speculate that Snead's instincts lay with a WR, but he went with the road grader to fit his HC's preferences.
And he seems now to be operating very differently with a different HC.
Snead appears to be the sort of GM who tries to provide what the HC's vision needs. I think that's one kind of GM competence.
A stronger GM might have his own vision and recruit a HC to fit it. Snead isn't that sort, at least for now.
