The Rams have changed direction in every imaginable way from the Fisher era, and I couldn't be happier about it.
Now they have to prove they have the right mix and it'll begin with Goff. He is the lynch pin to this entire thing.
I truly believe that if Goff stumbles badly this year (I think he'll do fine) Cousins will be brought in at whatever the cost.
I do not believe it will be Cousins but I DO believe they will bring in an established NFL QB next year if Goff fails. IMO KC ends up in SF and, much like Watkins, those who want him as a RAM will say he stinks when he's a 9er.
The Rams have already let be known they intend to sign Watkins. My guess is they will sign Watkins before they sign Aaron Donald or TruJo.
The Donald situation may become protracted and nasty. He seems willing to take a hit to the pocket book. Watkins deal will get done first and then Aaron Donald if they can.

I'm predicting COUSINS will be a 9er next season, not Watkins.
