I would.
1) Watkins clearly has an injury history and hasn't proven he can remain healthy.
2) Although he can be a #1 WR, we still don't know how McVay plans to deploy him. If he merely plays the role of Desean Jackson, I'd think that we could acquire someone else (either via the draft, trade, or FA) to do something similar at a cheaper price.
Long story short...there's no need to jump the gun on Watkins with a contract.
Donald is a KNOWN commodity who's been available.
