Kirwan has discussed this many times and why you can do this. Players get hurt and with the cap sometimes you might have 50 healthy bodies or less come game day. But "dressing" 46 makes it fair for both teams. You would t want a situation were 60 was playing 50 now would ya 43??? Lol
