The 3-4 defense was actually created as a "run" defense to stop the Green Bay Packers so there is more than one reason to run a 34 defense.
Quinn would drop on rare occasions in Williams 4-3 so I never considered that he wouldn't drop in coverage on occasions but IMO the number or percentage as you note will be nominal.
