I think Seattle stepping back had more to do with Lynch being absent than anything else.
But yeah if Goff pans out then 25 M is the 2nd contract market for him.
Can they have 40+ M tied up in 2 players? Sure. Teams routinely tie up 50% of their cap in 8-10 players. The rest of the 50% guys are anywhere from 7 to 12 M a year. You can do that.
