Not picking up a fifth year is not the same as cutting the player loose. It means they aren't willing to pay superstar money right now on a questionable future. GRpb and Sammy are in the same boat on a way. If they have good seasons they get new contracts. If they don't? They don't. I would still want GRob over Sammy in that Sammy is always hurt. GRob makes mental mistakes. I'll take the healthy player with upside. Every time.
The 5th option ONLY means the players salary is guaranteed in the event of a catastrophic injury prevents them from playing their 5th year.
It's the INJURED player who is likeliest NOT to have theirs picked up.
When the healthy guy isn't you know he sucks.
BTW 23/32 HAD theirs picked up with Watkins & Bridgewater the two notable INJURED players not to.
