Who will "win" the 1st pick in the '18 draft?

I think the team with the worst record will be either the Niners or the Bears.
The Niners still don't have a viable QB, their talent is very young, and they have new schemes.

The Bears' moves make no sense to me. I think Fox is too much like Fisher: old school and antiquated especially offensively. They'll have a representative defense but the offense is going to be a mess.

They are at least as likely to have the 1st pick. And if they do, they'll also start again with a new HC and coaching staff.
