First of all Godwin was supposedly rated higher than Stewart, but that's not the key.

Stewart was taken by a wr needy team, so he will play right away.

Godwin was taken by a team that doesn't need receivers.

He would be the 4th receiver there at BEST.

So essentially they took a flyer on him with no exposure to their roster because they're covered.

He's a JAG man, they're just hoping he turns into a serviceable player.
