Hard to predict if he stays or goes. But I don't agree with the idea the Rams are cash strapped. Neither this year ($15M+ in cap space right now) or next, when their currently 10th in the league in cap space.
It's just a matter of what do they value more, (A) having Johnson for 2017 and then probably a 3rd round comp. pick in 2019 or ( B ) trading him now for a 2017 pick. That pick would need to be a 2nd rounder in my opinion. In the Cowboys case they have the 60th overall pick in the 2nd round.
Unless Phillips just doesn't feel he fits the scheme I'd take option A, personally.
