Having that dominant #1 WR is not a given, it's sort of an outlier.

I think it's really about number of matchups tbh. A shutdown corner can only cover one guy. If the offense goes 3-4 weapons deep it's going to be tougher for a defense to stop than just one weapon. Guy like Belichick is going to take away your top option no matter who it is, gotta be able to force matchups against his nickel DBs and LBs too if you want to move the chains on his defense.
