Focusing on what you think are the mistakes is not an analysis of what Snead/the Rams have done in terms of personnel. In fact most of the things you list as mistakes I don't think are mistakes at all. Joyner and Goff and Austin for example.
A full analysis IMO shows they actually drafted pretty well overall.
Best since the Vermeil Rams from 97-99.
Which itself was better than anything before that going back to the 70s Rams.
So to answer the question---obviously, the Rams kept Snead because they have a different view of their drafting than you do.
And in my opinion, their view is far more realistic than yours.

And records tell you nothing in themselves.
WHY did the Fisher/Snead Rams have losing records?
My bet is you and I would never agree on the reasons.
Either way just looking at the record answers nothing. Records are questions, not answers. 2 teams could have the same record for completely opposite reasons.
