You have to look at the odds.
On the face of it it seems strange but I wouldn't be surprised if the odds made it the sensible option.
These days they are often going on stats as that takes the emotion out of decision calling.
Having said that I'm sure any coach with their pedigree could over rule things depending on any number of things like weather, kickers performance, defense penetrating the Oline etc.
I suspect it's way more complicated than we imagine.
There is nothing either good or bad, but thinking makes it so.
