There's possibilities you don't consider.

For example. The Rams are not a 2-14 or 3-13 team that's rebuilding and can afford to take the losses you get starting a rookie qb they picked high. (And the VAST majority of high-picked qbs in recent years have not played for teams that win with them their rookie years. In fact Wentz doesn't even dent the percentages...and besides, the Eagles traded up for him, too.)

The Rams are in win-now mode and can afford to play the more experienced qb.

That leads to no "leap to conclusions" ideas about the qb's development. It's probably normal. Reporters who see him in practice say he looks good.

But until he's ready enough to play like the more experienced qb, the Rams are not willing to abandon "win now" mode.

And yeah they are 3-4 at present, but they were in those games and competitive, so win-now mode makes perfect sense.

So that is another possibility. It doesn't reduce to 2 bad possibilities. And THAT is reasonable...it is reasonable to say, there are not simply 2 explanations let alone just 2 bad ones. There are other ways to see it.
