I'm not a big fan of a HC being his own GM...

It just seems to rarely work out.

I much prefer a top flight HC devote his time and energies to coaching.

Let a top flight talent evaluator be the final decision maker on picks and FA's. After weighing the expressed player type preferences of his HC, of course.

The Bill Bellichick types are few and far between, IOW.

In a normal GM over HC chain of command we would know who was responsible for the following picks:

Quick
Tavon trade up
GRob
Joyner trade up
Mo Alexander
The blockbuster QB trade up in general
The Goff over Wentz decision in particular.

Then there's a few FA decisions, too:

Finnegan
Cook

Then there's the Bradford/Foles trade
And who recommended the Foles extension while still in preseason?

I would LOVE to know which man pushed on all those decisions. We DO know that Fisher had final say on all.

All I'm saying is that Some HC's are their own worst enemy when it comes to personnel acquisition decisions. I suspect that Fisher belongs in that group.

So I do not favor giving a HC final say in all football personnel matters. Even a good one such as Harbaugh.
