Fisher see's Keenum as his best option at this point in time and when it's completely irrelevant if the Rams win or lose, Goff will be in to finish out the season. Meanwhile, the Cowboys and the Eagles have each started the season with rookie QB's.
And with some pretty danged good results.

Cowboys are 5-1 and leading their division. Almost certain to make the playoffs, statistically.
Eagles are right on their tail at 4-2 after just upsetting the previously undefeated Vikings. Would be 5-1 but for an unbelievable fumble by their RB in closing 2 minutes vs Lions. A strong candidate for the playoffs, themselves.
Yet, here we are with the #1 overall pick riding the pine while Fisher says Keenum will start after the bye. Don't even ask about Ram playoff chances.
