Bad, weak arm + good recognition/reactions = mediocre QB.
He is a backup, he never was a "starting" QB. He has been starting, but he isn't a starting QB.
Those things you mention, bad, weak arm + good recognition/reactions = mediocre QB, they also = Backup QB. That's exactly what he is.
