If Kroenke retains a Fisher after another failed season, I fear you're right.
If Kroenke keeps Fisher next year, we will know winning isn't important enough to him.
Or at least we should. The evidence for it has been everywhere for years now.
What we need to hope for is the sentiment in LA turns aggressively against Fisher so that Kroenke feels keeping Fisher around will end the LA honeymoon prematurely and harm the coronation when they move into the new palace. That's his focus now and he has seemed to show a concern for how he's perceived in LA, so that could work in our favor.
And, we have to hope that he somehow makes a good coaching hire next time. My worst fear is that he'll do something stupid like go for Jim Mora Jr., or in other words, Fisher 2.0.
