Ranking him as pretty good is selling him short. In fact the reason Fisher can bring Goff along at his pace is because Keenum is good enough to win games with.

To me that's clearly true but it also needs a qualification. Yes Keenum is good enough to win games with (as he has already demonstrated)...BUT that's if they have a defense and a running threat (not even necessarily a fully productive running game, just the threat of one to occupy the opponents's attention).

So with those qualifications yes it's pretty clear to me that's what they have in Keenum.
