Maybe he's referring to a rushing goal, ,a standard they want to set for the team... at the same time I do think he's saying he hasn't hit his full form yet and neither has the OL.
Make sence? .
The entire statement from the presser:

(On getting Todd Gurley going)
“The difference there was we converted some third downs. We had some opportunities with him, a turnover here and there helps for extra carries. He’s not there yet, not because of Todd Gurley personally, but we don’t have him there offensively to where we want to get to.”
It's not Gurley. It's a number of things, and not just the OL.
But it's not Gurley. In fact he DID get going in the 2nd half.
.
It's not Gurley but it is the OL. They are not run blocking at all. It was easy to give them an excuse the first two games because SF and Seattle had no respect for the pass. But yesterday not the case. Yesterday IMO was an OL under performing. And it appears Gurley is more than a bit frustrated. Didn't appear to happy after scoring his first TD. My guess was more than upset on how hard it was to run the ball at the goal line. Donald appeared to be telling him to relax.
I agree with this somewhat.
Gurley earned 60 of his 85 yards after contact. That kind of confirms my observation that there are not a ton of holes and no really big holes.
OTOH, Cunningham is running behind the same OL and he looks better. I’m seeing more burst from him. I don’t know if it’s a vision thing or because Gurley’s “preseason” just ended. Remember he only got one series in the real preseason so he may just now be rounding into form.
Whatever it is, he’ll be fine. I’m not worried about Gurley.
