In a vacuum any complaint makes no sense to me.
If most if not all teams have 2 qbs active on gameday, then there's nothing strange about it.

A quick count showed that there were 19 inactive qbs for week one on 18 teams, not counting the Rams. (It's 19 on 18 because one team had 2 inactive qbs.) Count the Rams and it's 19 teams with inactive qbs.
Which is of course more half the teams.
What I didn't check so far was how many of the other 13 teams only carry 2 qbs in the first place.
Okay, a breakdown.
1 team carries 2 qbs though one is suspended (Patriots, Brady)
11 teams carry only 2 qbs
1 team that carries 3 qbs has all three active on gameday (or did last week)
19 teams carry 3 qbs and have only 2 active on gameday
Patriots? Who knows what it will be when Brady is back. We can't tell yet.
But, basically, setting the Patz aside, that's 30 of 31 teams that have only 2 active qbs on gameday, whether it's because a 3rd qb is inactive or because the team only carries 2 qbs in the first place.
