I think that Fisher and this coaching staff was extremely desirous to see Goff get there. But Goff never took over. Not through minicamps or training camp and they have the rest of the football team they have to ensure is getting proper work, so they can't just put somebody at the most important position who's not going to allow that to happen.
Goff had to perform his way into that position, where he wouldn't be holding the rest of the offense or team back, and he couldn't and didn't. Not yet anyway.
