Dodgerram Mannion is the Pac 12 all time leading passer. Secondly he's played very well this summer and he has a year's experience
on Goff. He barely was able to play last summer because Foles and Keenum were ahead of him.

It is not beyond reason that Mannion is more advanced then Goff right now.
