Why can't Spruce play on the outside?

I've heard the opinion that Spruce is only a slot guy (repeated it myself).
But he was a WO in college when he rewrote the record books.

Why can't he play WO in the NFL? He looks big enough, stout enough, and has sufficient speed to do that....I think.
